Absolutely every problem can be solved, just not by everybody, as it may take a lot of expertise and competence to develop the solution.

The goal should be to develop the single best solution, which will seem simple and easy in hindsight, while the path to it, the development, will often be too complicated and hard for most people; otherwise the solution would be trivial and the problem would not have been a serious one that persisted for some time.

Developing the best solution is often an iterative process, where potential solutions are developed, analyzed, rated, and compared, detecting problems in the solutions that need to be solved as well in the next iteration of the solution development.

The best solution will be a simple-to-understand and easy-to-apply recipe for the persons who shall implement the solution, relative to their given capabilities of understanding and application respectively. Depending on the clientele or target group, this means that the solution must work with what they bring to the table, their current resources, and guide them from what is (the problem) and what they have (their resources) to what shall be achieved (the solution). This may include in-between steps whereby they are empowered to take on the next step, until the solution is finally reached.

Suggested solutions that involve violence or are otherwise destructive , or pose high risks, are in themselves problematic and thus no solution yet to accept, but merely a stage in the process of finding the best solution, which may require higher expertise and competence.

Developed solutions should be double-checked by other contributors to the BWTT to ensure they are correct and in fact the best. If possible, they should then be replaced by even better solutions.
